SUMMARY OF POSITION
Under the supervision of the County Commission, the Public Works Superintendent manages the planning, construction, and maintenance of county roads, bridges, parks, cemeteries, courthouse grounds, and public facilities. This role also oversees landfill and recycling operations, ensuring compliance with environmental regulations and sustainable practices. The superintendent advises the County Commission, supervises personnel and resources, and ensures the efficient management of county infrastructure and public services.
ESSENTIAL DUTIES AND RESPONSIBILITIES (include the following. Other duties may be assigned.)
· Supervise and evaluate the condition of county roads, bridges, parks, and facilities.
· Plan and oversee the construction, repair, and maintenance of roads, bridges, culverts, parks, cemeteries, and courthouse grounds.
· Inspect and assess repairs needed for infrastructure and community spaces.
· Hire, train, evaluate, and terminate personnel as necessary.
· Develop and administer departmental budgets, including preparing bid specifications and purchasing materials, supplies, and equipment.
· Ensure compliance with safety standards and implement safety procedures.
· Operate heavy equipment, such as motor graders, loaders, and trucks, as needed for projects.
· Maintain public parks, green spaces, and recreational facilities to ensure they are safe, clean, and visually appealing.
· Coordinate landscaping, irrigation, and seasonal maintenance tasks, including mowing, planting, and snow removal.
· Maintain and repair landscaping, park facilities, and cemetery grounds.
· Arrange and oversee burial operations, including grave preparation and plot maintenance.
· Maintain accurate records of burials, ownership, and plot availability.
· Direct daily operations of the landfill and recycling center to meet environmental regulations.
· Implement sustainable waste management practices and ensure proper disposal methods.
· Supervise staff and coordinate the processing of recyclable materials.
· Address citizen concerns and resolve complaints regarding department operations.
· Approve and manage time sheets, schedules, and leave requests for employees.
· Prepare and submit reports required by state and federal agencies.
· Communicate with the County Commission to advise on projects, budgets, and departmental needs.
· Coordinate with other agencies on shared road, bridge, and grounds maintenance projects.
· Perform inspections of work performed by department personnel to ensure quality and efficiency.
· Attend meetings with surrounding area supervisors to share strategies and resources.
· Respond to emergencies, such as snow removal or storm damage, promptly and effectively.
SUPERVISORY RESPONSIBILITIES
The County Commission provides general supervision through the review of reports and inspections of work projects. The employee holds full supervisory responsibility for the Road, Bridge, and Grounds Department, including the Landfill and Recycling Center, Parks Maintenance, and Cemetery Operations. Duties include interviewing, hiring, and terminating employees, as well as assigning and directing work. The superintendent rewards and disciplines employees, addresses complaints, and resolves problems, ensuring compliance with the county's policies and procedures.
QUALIFICATIONS
The employee must possess extensive knowledge of road and bridge construction and maintenance practices, materials, and equipment, as well as an understanding of park maintenance, facility management, and cemetery operations. The position requires proven experience in supervising crews or managing projects, including the ability to assign tasks, oversee work quality, and ensure timely completion. The employee must be skilled in preparing and administering budgets, enforcing safety standards, and effectively communicating with citizens, staff, and county officials. EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); The position requires a combination of education and experience sufficient to perform the essential duties and responsibilities effectively.
