SUMMARY
Under the general supervision of the Airport Facilities Director, this position performs administrative and supervisory work by assisting in the management and operations of Rick Husband Amarillo International Airport. In the absence of the Airport Facilities Director, the Assistant Airport Facilities Director will assume all duties and responsibilities of the Airport Facilities Director, as assigned or scheduling requires. Duties include, but are not limited to management of the airfield, landside/fleet, terminal and custodial teams, personnel supervision, hiring and training, maintaining the Airport's compliance with federal, state, local and/or county regulations with regards to the Airport Facilities Department, budget preparation, snow removal, planning, purchasing, and maintenance activities. Assists with federal project administration, contract writing and enforcement, and working with airport tenants. This position serves as the Airport Facilities Department supervisor for EAM, Workday, Monday.com and other software as required. This position participates in the development and implementation of policies and procedures to ensure FAR Part 139 compliance. The Assistant Airport Facilities Director will work with the Airport executive staff and department managers to establish long-range plans and assist with implementing the approved CIP which supports the goals and objectives within the Airport Master Plan and associated strategic city initiatives. Position is subject to twenty-four (24) hour work availability, including shift work, weekends, holidays, emergency calls, inclement weather, and special events. This position is considered weather essential personnel.
ESSENTIAL RESPONSIBILITIES
- Fulfills the duties of the Airport Facilities Director in their absence.
- Assists in supervision of Airport Facilities Department personnel including job performance ratings, new employee training, interviewing, and evaluating prospective employees, formulating assignments, ensuring that proper personnel practices are followed, including payroll accuracy, and determining disciplinary action when appropriate.
- Assists in implementing Airport plans and programs to meet the vision, mission, and goals set for the Airport.
- Provides oversight and coaching with various software used by the department.
- Maintaining airport compliance with FAA programs and regulations.
- Assists with developing and administering required programs and procedures assigned to the Airport Facilities Department.
- Helps maintain operational safety on the airfield during construction activities.
- Assists with the long-range planning and development of the Airport, to meet future demands within the provisions of economic constraints impacting the department.
- Assists with public relations activities, including answering public concerns and complaints.
- Aids with the preparation of the annual budget, reviewing expenditures to determine ways to maintain a balanced budget.
- Assists with departmental purchasing, preparing requisitions and specifications for smaller routine items as well as large capital items.
- Maintains good working relationships with Airport tenants to ensure they can fulfill their goals while adhering to their agreements with the City.
- Assists with updates and revisions to tenant contracts and lease agreements as needed.
- Must be available for call out, off-duty work to handle snow removal and other crises as necessary.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires an associate degree and a minimum of 5 years of progressively responsible management experience in an airport facilities department or operations department. American Association of Airport Executives (AAAE) Certified Member C.M. preferred. Valid Texas Driver’s License required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Excellent oral and written communications, organizational, and interpersonal skills.
- Ability to use standard office equipment such as computers, multifunction printers, and multiline phone systems.
- Skill in using a computer or tablet for data entry, word processing, and presentation development.
- Skill in using various software packages including Microsoft Office, Veoci, Everbridge, PAVER, NOTAM Manager, CCure, Google Earth, and other industry specific software packages.
- Skill using hand tools and test and evaluation equipment including, but not limited to, electronic decelerometers, measuring wheels, wildlife control devices, firearms, snares, and multiple radio systems.
- Ability to always exercise mental alertness, make sound judgment under pressure, and in emergency situations.
- Demonstrated writing skills in the drafting and updating of detailed manuals, contract specifications, and reports without extensive editing or close supervision.
- Ability to organize and host meetings and presentations both in person and via teleconference or videoconference.
- Knowledge of airport fleet operations.
- Knowledge of airfield and terminal maintenance operations.
