General Duties:
Plan, direct, or coordinate the operations of the organization. Duties and responsibilities include assisting in the formulation of policies, managing daily operations, and planning the use of materials and human resources.
Duties/Tasks:
1) Direct and coordinate activities concerned with production and service. These activities include those involved with Traffic Control/Rental and Pavement Marking as well as all shop operations.
2) Manage Traffic Safety Worker and Shop staff, preparing work schedules and assigning specific duties. This includes assuring that all work is recorded, reviewed, approved, and billed.
3) Review financial statements, sales and activity reports, and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement. This includes providing assurance that all work is billed, and that funds are collected in a timely manner. It also includes assuring that any and all billing disputes are resolved in a timely manner. And it includes tracking and recording all change orders and extra work.
4) Assist in establishing and then implement departmental policies, goals, objectives, and procedures, conferring with other management personnel as appropriate. This includes assuring that the best interests of the company are represented, that any and all labor disputes are handled with the company’s best interests in mind, and that management’s interests are confidentially represented and reflected in all dealings with labor and customers.
5) Determine operations and shop staffing requirements, and interview, hire and train new employees, or oversee those personnel processes.
6) Monitor production and servicing to ensure that they efficiently and effectively provide needed resources while staying within budgetary limits.
7) Ensure that adequate resources are available to handle all scheduled and anticipated work while complying with budgetary constraints. This includes ensuring that all resources scheduled reconciles with that prescribed by estimating.
8) Maintain proper care of all company assets including fleet, vehicles, equipment and inventory. All such assets shall be clean, organized, and ready to perform in the manner in which they are intended. All such assets shall be maintained in a way that displays a pride in ownership, and the highest level of professionalism.
9) Ensure the compliance with all Company policies.
10) Ensure that all operations are performed with Safety as the primary focus.
Knowledge and Experience:
1) Administration and Management -- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
2) Customer and Personal Service -- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
3) Standards and Specifications -- Knowledge of highway construction standards, specifications, special provisions, etc., in place with agencies in the geographic business coverage area.
4) Personnel and Human Resources -- Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. This includes a thorough understanding of Davis-Bacon Act, IL Prevailing Wage Act, Teamster’s Agreement effective the local industry and the activities of the Traffic Safety Collective Bargaining Association.
5) Customer Service -- Knowledge of principles and methods for promoting, and providing products or services in a solutions-oriented approach in assisting customers. This may include marketing strategy and tactics, product demonstration, sales techniques, and sales control systems.
6) Safety -- Knowledge of relevant equipment, OSHA regulations, company safety policies, procedures, and strategies to promote safe and compliant operations for the protection of people and property.
7) Production and Processing -- Knowledge of all materials, production processes, quality control, costs, and other techniques for maximizing the effective performance of services.
8) ATSSA Trained and Certified – All relevant training in traffic control, pavement marking, flagger, and inspection programs is required.
